現在扱っている内容は、授業を欠席したり課題の文献を読まないで出席したりすると、なかなか理解が難しく、また次回にも影響が出そうです。前回は欠席者が多少いましたし、また私のプレゼンテーションも良くなかったと反省していますので、ここに改めて掲載することにしました。長くなりますが、読むべき人は読んで下さい。
ちなみに、英語と国語が交互になっていても、対訳ではないのでご注意を。
それでは以下、プレゼン内容です。
まずは編者である宮川公男先生の書いた導入部から。
GENERAL INTRODUCTION by Tadao Miyakawa
“The increasing complexity of the problems we are now facing in modern civilization requires a new approach free from the weaknesses of traditional fragmented disciplines.”
And, “most of them are systemically interdependent, so that…very often we cannot solve one problem independently of the others.” = “complex interrelationships”
“Many of the problems...”(p.2) = market failure = the necessity of “public policies”
All of such kind of problems requires policy-level decisions which have a broad perspective. So, “the decision-makers must confront the conflicting values and interests.” ⇔ the history of modern science and technology
In “The Policy Science”, Charles E. Rothwell emphasizes the urgent need for the development of the sciences of society and argues that they are essential to the formulation and application of policy at every stage. He thinks of these improved methods as the “policy sciences.”
Starting with the modern founder of the policy sciences, such as Harold D. Lasswell or Yehezkel Dror, there is a vast number of scientists, and literature as well, in this broad area of the sciences for public policy.
It is the most important that people try to discuss more and more whether the policy sciences perspective would or could deliver a new unified general framework for the study of public policy.”
Harold D. Lasswell…According to general introduction, his essay “The policy orientation” made him a modern founder of the policy sciences.
ラスウェルはアメリカ政治学における一方(「アメリカ政治学会」すなわち古い政治学)の重鎮でしたが、現在主流となっている新しい(=リード風)政治学に取って代わられたそうです。
The history of the policy sciences and the policy orientation can be traced as far back as the beginning of human civilization.
In this present paper, however, Harold D. Lasswell argues that the policy orientation was a reflection of a trend of rising preoccupation with policy in interwar social sciences, and that the policy sciences now must strive for three principal attributes: ①contextuality, ②problem orientation, and ③method diversity.
Finally, he strongly advocates “the policy sciences of democracy” for the realization of human dignity.
His more specific ideas of “the policy orientation” are following
Twofold policy decision.
・Using the methods of social and psychological inquiry
・Going outside the boundaries of social science and psychology
Later they were incorporated into his definition of policy sciences: “the policy sciences are concerned with knowledge of and in the decision processes of the public and civic order.” This division has largely prevailed up to now.

私自身、プレゼンの際に'in interwar social sciences' を「両世界大戦時の軍需生産や人材起用などの戦略に、経済学や心理学といった社会科学における計量的調査手法が非常に威力を発揮した」と解釈し、「それによってラスウェルが政策科学における手法の必要性を唱えるに至った」という説明の仕方をしてしまいましたが、これは若干ピントがずれていたようです。
そうではなく、やはり両大戦間の二大事件である世界恐慌とファシズムの台頭を背景とした市民の生活を生き生きと描写して、自ずと政策科学の必要性が高まっていった事実を捉えなければなりませんでした。

d. The movement toward the policy sciences of democracy.
人間の尊厳を実現するための「民主政治の政策科学」の必要性をラスウェルが訴えたことを現代に生きる私たちが理解するには想像力が必要になるかもしれません。現在の日本では、例えば圧政国家による人権侵害に対しては、厳しく対処すべきとの意識がかなりの程度で共有されています。悪く言えば、「民主的」という言葉があまりに普及していて、「もっと民主的なやり方をしましょうよ」などと皮肉にも使われるほどです。「人権」という概念がやっと知られ始めた当時にラスウェルが「民主政治の政策科学」を語ったのならば、世の中は今日的な捉え方とは全く違う捉え方をしたのではないか、と考えられます。
e. The clarification of goals.
まさにこのことに関して、公共政策学の第一人者である加藤寛先生の箴言は重要です。すなわち、「計画なき行政は盲目であり、行政なき計画は空虚である」(政策科学研究フォーラム編『政策と科学の新しいリンケージを求めて』より)。
f. The awareness of time. = Future looking.
1970年代に「未来学」が起こり科学者が未来を語るようになったとはいえ、それ以前のまして1950年代には、目の前の成果から飛躍して将来を考えることは忌避されており、その意味で画期的な視点であったといえるようです。

お久しぶりです。
ゼミに残された時間もあと僅かということで、明日(11/30)以降の事例研究Ⅱでは、
締めくくりとして政策科学の学術書をじっくり読んでいくことになりました。
使用するのは、こばひで先生の師でもある宮川公男先生が編集した洋書で、
"The Science of Public Policy: Essential Readings in Policy SciencesⅠ"
というタイトルです。
第一回のプレゼンは私、藤本が担当します。
